Graduated from Antwerp University Law School in 1980 and obtained his Master of Laws Degree at London University College in 1982 – both with specialisation in maritime Law and Marine Insurance.
Has ever since been working as Marine Claims handler with P & I Club Correspondents, Marine Insurance brokers, Traders and Salvors.
He started Transport Claims Consultants Network cvba in November 1998 where he is Senior Partner Adjuster and Director. Author and co-author of various articles and books on Maritime Law and Marine Insurance, he also regularly gives lectures and workshops on these subjects and acts as Guest Professor at the Antwerp University for a Post Graduate course on International Transport and Maritime Management.
He is mainly dealing with F.D.&D. cases, stevedoring and chartering contracts, Salvage and General Average cases, and with Crisis Control interventions.

Obtained his Degree in Deep Seas and Inland Water Ways Navigation from the Odessa Higher Engineering marine School, Ukraine in 1988.
Obtained in 1999 a Diploma in Marine Surveying majoring in Non-Liquid and Liquid Cargo Surveys from the National Sea Training Centre, North West Kent College.
In 2002 he obtained a Certificate in P&I Insurance from the South Tyneside College and in 2011 he was certified from the Institute of Chartered Shipbrokers, London, with specialization in Ship’s Operations and Management, Dry Cargo Chartering and Liner Trade.
He has nine years of experience at sea as a deck officer (from 3-rd to chief mate) in deep sea service on a variety of dry-cargo and passenger vessels (general cargo/MPC, ro-ro/lo-ro, ro-pax).
He has more than 15 years of experience in all kind of marine surveys and investigations, including :
- in development of loss prevention procedures and guidelines for safe practice
- in handling emergencies (collisions, pollutions, equipment failures)
- as a super cargo/port captain relating to marine transportation projects, warranty approvals
- as a P&I correspondent
- in marine insurance claims handling from first notification until final settlement
- few years of employment with a shipping company involved in operation of dry cargo vessels, voyage estimates, negotiation and conclusion of contracts of carriage, drafting and distribution fixture recaps/charter parties, issuing voyage instructions, post-fixture monitoring and support, supervision of costs, instructing agents, surveyors, P&I correspondents, lawyers, resolution of charter party disputes, claims handling. Negotiation and placing marine risks insurance (P&I, hull, loss of hire, charterers’ liability).

Obtained his Master of Nautical Sciences at the Antwerp Nautical College in 1999, and in 2002 he obtained a Degree of Graduate in Electro-mechanic, option Marine Engineering at the Antwerp Nautical College. He obtained a Technical Superintendent Certificate in 2011 from Det Norske Veritas, and a Diploma in Marine Surveying at Lloyd’s Register Academy in London in 2012. He obtained his Certificate of Chief Engineer Officer and of Ship Security Officer.
He has been serving as Chief Engineer and has been working as Technical Superintendent. He is mainly dealing with :
- Hull and Machinery Surveys
- Assisting with Project Cargoes (Loading, Lasing & Securing)
- Monitoring and performing Cargo Surveys
Larissa (Lara) Vanhooff – Master of Laws, PhD

Graduated from Antwerp University Law Faculty in 2016 where she obtained her PhD degree in 2022 on Tort Law and Compensation Funds. She also successfully specialised further in Maritime Law and Transport Law at the Antwerp University.
She has published various articles on Liability and Insurance Law and occasionally gives lectures on Tort Law and Compensation Funds.
She has been Assistant-Researcher at the Law Faculty of the Antwerp University from 2016 till 2022, where she till date still acts as a part time Post Doctorate Researcher on Environmental Damage and Compensation Funds.
She joined Transport Claims Consultants Network (and its sister company Africa Marine Surveys) in June 2022, where she is involved in:
- Monitoring operational interventions (surveys) both in Belgium and Africa,
- Handling P&I and F.D.&D. claims,
- Acting as a consultant on stevedoring, chartering, logistics, transport insurance and commercial contracts and disputes.
